What did you do to get this issue? Maybe it was because I was messing with reshade? Even though it was last night and fivem opened multiple times after that
What server did you get this issue on?

Which antivirus/firewall software are you using? windows firewall
Did you try to disable/uninstall your Anti-virus? yes

Also add what you already tried so far.
Changing display graphics to high performance for fivem.exe in windows settings
Reinstalling FiveM
clearing cache
updated nvidia drivers
restarting computer
verifying files through steam for gta v
I also don’t have any options in the nvidia control panel to change fivem to high performance.

Remove all mods. You seem to have a lot of mods in your GTA folder. FiveM requires a clean installation.

Oops, yes I mean that issue.
What would be the best way to remove the mods, any video recommendation? Or just un/reinstall GTA.

Use Google. There’s many ways. Reinstalling GTA V should be your last resort https://www.google.com/search?client=firefox-b-d&q=how+to+remove+all+gta+5+mods

It worked somewhat, the screen will be green for a bit, and then go black and then show me the home page.
