Ok everything is fixed now. For the files permission problem, removing the server files from the C:\ Drive and putting it on the desktop worked fine, it no longer need permission to download files. For the server browser problem, removing the port from 0.0.0.130 (30120, 30110) but keeping it on 0.0.0.100 worked fine and server appear in the list and everyone is able to connect now.
