Did you try to disable/uninstall your Anti-virus?
Don’t run it anyways LOL
Also add what you already tried so far.
Clearing Browser
Clearing Cache
Reinstalling Gta/Fivem
closing then opening steam

  1. Delete all GTA mods and plugins (I see a couple, including Scripthook), then verify GTA http://rsg.ms/verify

To solve this: Disable your Anti-virus, firewall and any software that controls your network. You can also try restarting your router. If all fails, use a VPN like https://hide.me
