Are you using any client side mods? As you said, your server is almost fresh, on a completely empty server with only this map you won’t see this.
It’s either some cosmetics/map update pack, clientside mods, or another map.
I personally have nve+mods like props and parallax interiors
Glad you were able to find it - If you know the specific nve files it would be nice to share it here, I know a lot of people who are having issues above are being affected by nve.
It seems to be “a_NVE_Models_and_Textures_4” that’s replacing the gas station canopy. It seems silly not to run nve just because of this one map so I will try to edit it to remove those props and if not then just remove it or deal with it.
Just too many visual packs, client mods, and server side visuals and maps. Happy to include your modded files in the repo as extras for people with nve if you get it done.
I can’t wrap my head around how to find it in codewalker. If anyone would be nice enough to find it and remove the prop I would love it lol
NVE has different Petrolstation object. Check both images 
best is remove this lights then u have support for NVE as well
