Here is a rundown of what happens. I open FiveM via the start menu shortcut or directly from its folder location, it starts up with a black screen. After some seconds programs like Spotify or players like Youtube or Twitch stop playing. If I don’t do anything FiveM will stay softlocked like this. If I start tabbing out and back in my music/stream/video resumes. I have to tab in mutliple times to get into the main menu. The news of the main menu won’t load right away unless I keep tabbing. When I connect to a server the same freezing behavior persists until all the initiation is done, once I am on the server I don’t have any issues with freezing anymore.

Tried disabling ShadowPlay since it popped up in the log file a lot, didn’t make a difference. Reinstalled FiveM multiple times, sometimes having an issue with a corrupted DLC file which had to be resolved by verifying the integrity of the game files in Steam.

Literally fixed it by turning my PC off and back on.
I feel stupid now.
