This is one of the scripts I’ve developed, and to make a name for myself, I’ve decided to make it publicly available for free.
This script provides a feature that allows vehicles outside a specific radius near players to be automatically removed after a certain amount of time.
The script is open source, which means you can customize everything to your liking. You can choose the time for when the vehicles should be towed in line 3 and specify in line 4 the radius around players where this should not occur.

UPDATE v0.0.1
The issue where vehicles within the defined radius were still being towed has been resolved. This means that regardless of whether you are sitting in the car or within the specified radius, as defined in the configuration, the vehicle will no longer be towed.
free resources must have a direct download link (i.e github or something)
No Github link and not actually free, Tebex site says you need to pay a minimum amount.
