[STANDALONE] AntiPG (No more PowerGaming with vehicles)

Standalone script that makes “PG” not possible by modifying the vehicle’s traction terrain.

Includes a “blacklist” for certain vehicles that should not have traction on terrain (4x4 or mountain bikes)
