Speak while dead

Basically, no one in the server can’t speak if they’re downed/dead. What do i need to change to fix it? Thanks in advance.

EnableControlAction(0, 47, true)
EnableControlAction(0, 245, true)
EnableControlAction(0, 38, true)

Example: EnableControlAction(0, 249, true)

There is a problem if they have voice activated
