Did you try to disable/uninstall your Anti-virus? Yes, i only have Windows Defender

Also add what you already tried so far. searching around all google (lol), deleting caches.xml, reinstall FiveM form webiste

I can run and play GTA V only starting it from ADMINISTRATOR
