Did you try to delete caches.xml and try again YES
Try this, remove the AppData\Local\FiveM directory and let it reinstall FiveM again. 
i done this second times, it doesn’t work

I have the exact same issue.
Solved OP’s problem, he had lots of random dll’s of some other multiplayer mod. So I moved those to a random named folder and it worked.
