Did you try to disable/uninstall your Anti-virus YES
Did you try to delete caches.xml and try again YES

Try this, remove the AppData\Local\FiveM directory and let it reinstall FiveM again. :corn:

I have the exact same issue.

Solved OP’s problem, he had lots of random dll’s of some other multiplayer mod. So I moved those to a random named folder and it worked. :corn:
