I added many resources within a small amount of time, I will try and get rid of some and see if that resolves the issue.

Something is using the port that the server uses, either change the port in the config file or shut down the service using that port.

It was actually a really simple fix. I already had the server running, which I didn’t notice at the time, and I thought I didn’t so I kept trying to open the server the second time. Thanks for the help Kaner!
