Server starts, but for some odd reason no-one can connect to it

Everytime we try to connect we get the following issue, for some reason we are not able to join the server even after configuring the basics properly

Tried turning firewall off/on
Tried opening ports
Tried several other things like re-installing/re-locating files but to no avail.

i just fixed this. add sv_lan true anywhere in your server.cfg

Here is where I added mine:

Nested configs!

#exec server_internal.cfg

#CitizenFX
sv_lan true

Loading a server icon (96x96 PNG file)

#load_server_icon myLogo.png

Once I did this, I was able to log into my server.
