ive done this but it still doesnt show up on the server list but i can see it on direct connect? im very confused

Make sure port 30110 is forwarded.

Have you set a license key from https://keymaster.fivem.net in your server.cfg?

you are also not runnign it from within the server-data directory.

you need to cd to the server-data directory first then run the second command the tutorial explains it pretty good.

Also if you look around the forums there is a guide on how to set it up for Windows.

perhaps refer to this, remember always search the forums before making topics.
