Is a server’s team allowed to require real-world money to free access within the server? Is it also allowed to sell packages of items and money within the game? Does FiveM allow this?

As long as they lock the donations after they hit the ammount necessary for server costs that month, yeah.
They are releasing server access only to those who pay.
Email pr@fivem.net with any proof of this. Also, make sure to provide the server IP and any other revelant information.
I sent it all there in the email.
Ultimately, it would seem that they aren’t breaking the TOS, however, it’s best to let the Collective decide.
