So, I need both script hooks on my server and from what I understand it has script hook included, but what about ScriptHookVDotNet?

FiveM automatically provides ScriptHook. However, ScriptHookDotNet is not a thing in FiveM. Instead we provide you with an C# api with similar features (also a Lua and Javascript runtime for that matter).
