Script not working even I have the right script

Hello, im having trouble in my scripts.

When the server is fresh start, some of my script is not working.

for example:

I have billing menu on unicorn job, on fresh start f6 (my hotkey for billing menu) is not working but when I restart the resource, it suddenly works.

Anyone knows why this happens? and what is the solution for this?
