Same steam identfier found in queue

hey so im not really sure how to fix this but me and my friend are somehow linked on the same account or something, when we join a city, we can both choose my character, and we join queue it says same license identifier found as you. i let him use my rockstar with my gta in the past, but it never worked so he jus ended up getting it on steam. i tried making new fivem account, we both uninstalled gta but that didnt seem to work. Someone help
