Running a server offline but it gets stuck on obtaining steam

Im running an esx server offline but it gets stuck on obtaining steam, I’ve used agent ransack to find all the scripts using steam but nothing works, has anyone gotten esx to work without steam? I rarely have internet and need to configure the resources offline.

Update your ESX, ESX hasn`t used Steam for years

i am using the ox inventory port of es_extended legacy as i need it for the inventory script. but even when i tried a server with the new version of esx it still got stuck.

Hey! The latest version Of ESX contains built in support for ox inventory (will automatically detect it running and configure itself)

As for the issue, anychance u can show a screenshot?

here is a screenshot of what it gets stuck on, but there are no errors. i have adheisive removed aswell as the steam api key removed
