Rotating machine hash — ownership validates on server but token step always fails "Could not validate game ownership" survives full Windows reset, machine hash unstable

What is the issue you’re having?

FiveM crashes on launch with “Could not validate game ownership! If you are running this as administrator, please launch it as regular user.” — but I am not running anything as administrator.

The ownership actually validates on the ROS server side. The log shows Valid entitlement block, Valid account ID, and matching entitlements for both GTA V for PC and GTA V for PC Steam (both tokens created). The crash happens immediately after, in the token step.

Key finding: the machine hash from MTL is different on every single launch. Three launches gave three different hashes:

What have you tried already to fix the issue?

Confirmed FiveM, Steam and Rockstar Games Launcher all run as a regular user (not administrator)
Cleared the FiveM cache (subprocess, browser, crashes, servers, caches.xml)
Confirmed GTA V Legacy is installed (not just Enhanced) and loaded GTA Online on Legacy before launching FiveM
Disabled IPv6 and changed DNS
Confirmed Windows MAC randomization (“Random hardware addresses”) is off
Tested on a completely different network (mobile hotspot / different ISP) — identical failure
Performed a full Windows factory reset — the issue persists
The machine hash still rotates on every launch across all of the above

What server did you get this issue on?

N/A — it crashes at launch during ownership validation, before I can connect to any server.

Additional comments

The machine hash from MTL changes on every launch (three different hashes across two networks, MAC randomization disabled), and the problem persists after a full Windows factory reset. The entitlement validates on the server but the token step fails. This does not appear to be a local configuration issue.
