RESOLVED:
Resolved by a friend of mine. He found out that I accidentally had 2 permissions.cfg files and it was screwing up.
Like I said in the title, I’ve started an FXServer from scratch on my own computer. I then started adding resources on the computer fx files until I bought a game server so I can run my server. I was previously using localhost to run/‘test’ my server so everything works. Last time I local hosted, all my scripts were working perfectly fine. I then transferred all my FXServer files where everything needed to go in my FTP. I was told when I bought the FTP that I didn’t need my citizenfx files since it included it already. So I put all my server-data files where it needed to be. I then started the server and vMenu started but didn’t show.
I then did “/restart vMenu” and it said this: (pictures in order from top to bottem of console)

and the Voice Chat thing that says “Currently Talking” doesn’t show as well.

Now I’m new to the forums and don’t know much about it. So don’t like close this topic for me not showing information that is required. 
Please help me so I can continue on my server development.

I’m also thinking that it could be my game server seller’s fault also, I see that he does have a citizenfx folder, but when I look over it, it isn’t the same as my FXServer files. So I could mean that his are out of date or I could just be completely wrong about this. Overall, I’m going to touch it without the seller in a discord call with me. I don’t already want to fuck up my server after I just bought it a day ago.
Edit #2:
Once I restart vMenu by doing “/restart vMenu”, it doesn’t fix. I mean once I do it, it resets the weather and time to my standards that I’ve configured in permissions.cfg. So that confirms that it is working, just it’s the UI that isn’t popping up.
