[Request] tutorial to make from A to Z strobe lights

Hello there

I saw many tutorials about how to make police strobe on youtube and tutorials on few websites, they are all based on the actual game system and for the purpose, it is enough

So what is the goal of that request? i let you check this video :

By using the same system of the police car strobe lights, a friend show me that he was able to make strobe lights like these, like on his video :

But i don’t understand how from the non els car tutorials we can come to these effects

Can anyone make a tutorial about how to make strobe lights? with the color we want and the effect

Nevermind, what I had written was about the screen effects and this is different from what you want. My apologies.

You could probably achieve this strobe light effect by switching the lights on and off in a fast fashion
