I’m assuming it’s something similar to what is used on the High Speed Gaming server which is Luxart Siren Control. Allows you to toggle through all the different siren tones (without holding down a button) and you can leave the siren on when you exit the vehicle.

Unfortunately this script is private and they have no plans of releasing it.
