You can add separate add-on peds for the server: [How-to] Stream add-on peds
Just find a ped which has a add-on option and you can stream it directly following the tutorial.

I needed to set up my ambulancejob outfits so i ended up here and tried by myself to get something as close as possible to what @CONTACTOTTON wanted. My result is:

pants_1: 50 or 130 or 96 (on the image it’s 130 which is for me the best choice but you could fit with the torso colors with 50 or 96 if you want to)
pants_2: 1
shoes_1: 25
helmet_1: 8

female:

torso_1: 258
decals_1: 66
arms: 109
pants_1: 99 or 136
pants_2: 1
shoes_1: 25
ears_1: 0 (headset)
