[Release] Place in/Remove from Vehicle

First release on here. I had seen something like this as part of other resources whether its COPS or as part of LEO Toolkits but wanted to make an individual resource just for this.

We ended up integrating it into our LEO Menu but it also works purely as a command, the default being /pv to either place or remove from your vehicle.

Also the following code, please change this loop to 255 to support onesync. Or even better use GET_ACTIVE_PLAYERS
