I downloaded it again and tried it. As a result, there are no vehicles and no characters. 
I was thinking. Will this be due to the incorrect startup sequence that makes it unusable.
I don’t think the startup sequence has an effect on that
But when the city model is disabled, it can spawn NPCs or vehicles
you could try loading liberty_level last but I don’t think it will have an effect
Where can i get the old version of the converter tool since all of the files just disappear after converting?
Thats not an issue with the converter, make sure your FiveM is installed here: C:\Users%USERNAME%\AppData\Local\FiveM\FiveM.app\fivem.com
Yeah I checked again that FiveM is installed there
@Burning_Cactus Not sure then, trying editing the convert.bat and make sure it matches your FiveM directory.
When I used the new file, I joined the game and crashed.
Read the thread! Clearly states you need to get assets yourself.

No, you need to convert them from GTA IV to GTA V , everything you need to know is already in this thread, just read through.
