If you want to remove it completely so they shine like the bloom, just remove the following:
visualsettings.dat
However, if you only want to change the bloom, you can check the visualsettings.dat file
I think it’s under
Citizen/common/data/visualsettings.dat
UPDATE:
You now can select if you want to install with blur (lights / carlights) or without blur!

You mind packing it in an RPF so we can just place it in the mods folder without actually modifying the citizen folder, this is mainly to let people use it on servers with pure mode level 1, although idk if that will actually work.
