[Release] Basic max speed info

Experimented a bit with natives and made my first pretty basic script
By typing /ms we can get the max speed of the vehicle without any modifications(engine etc)

It uses in game information so yes, it work on addons

Requirements:
pNotify (Unless you want to edit the script to use a different notification system)

pNotify: pNotify simply implements a Javascript notification library called NOTY. I didn’t like all of the notifications in the chat box so I threw this together real quick, I didn’t plan on making it public so this may confuse some people.
