Alright guys after a long time searching through my system internally I found the problem with the redm launcher ros 147b6c problem.
First open up your r command menu and type appdata

Go into local and find the rockstar file

Right click the file and press properties

Go to the security page where you see the users of the pc
-
Click edit and make sure all the left boxes are applied (checked) once all are checked off, hit apply.
Last make sure whatever platform you have rd2 on is open via steam or rockstar social club.
Redm should now open with no problem. Have fun y’all
