Did you try to disable/uninstall your Anti-virus? Yes
Did you start Rockstar Games Launcher not as admin? Yes, since RedM tells you it needs to be ran normally.

Also add what you already tried so far.

I tried disabling antivirus, my firewall, also allowed RedM in firewall & to exclusions in my anti virus, I checked web filters none were being blocked, cleared RedM Cache, verified RDR2 game files, updated graphics card, stepped away for several hours to see if it would finally load, tried internet test https://www.speedtest.net/result/10239075624.png seems to be fine, only other suggestion I haven’t tried was the VPN but I’m located in Canada and FiveM has worked flawlessly in the past for me so not sure why I would need that for RedM but any help is appreciated.
