Just in case anyone was wondering how to fix this, having iGPU Multi-Monitor enabled in the BIOS prevents RedM from opening RDR2 properly.

You will need to be running solely off of the ports on your discrete GPU and must have integrated graphics disabled in BIOS in order to prevent this error from occurring.

Hope this helps.
