Recently installed mods ie. LSPDFR and some vehicle packs but I forgot in OpenIV to put them inside the mods folder. I deleted the mods but fivem still wont start with rage-device-five-dll coming up any ideas?

Did you try to disable/uninstall your Anti-virus? yes

Also add what you already tried so far. deleting mods and openiv

Delete:

• asiloader.txt
• d3dcs_46.dll
• dinput8.dll
• ent-config.xml
• GameBackups.rph
• Newtonsoft.Json.dll
• startup.rphs

Then verify GTA again and start it. Then exit it and start FiveM
