Remove your graphics mod. Rain doesn’t look like that by default.
I can send the files you need to remove it because I do not have a backup
simply remove your mods and then verify your game files.

This is caused by a graphics mod/ENB mod - you need to remove what changes the rain and then verify files to download the original file you just removed.
