Also add what you already tried so far. lowering graphics, and trying compatibility mode

this is what happens after it rains in-game. it has been happening for awhile.

I’ve also had the same issue even with a clean install of both.

have you tried removing els from the plugins folder and see if it changes anything? my els is installed within the GTA5 client itself and not fivem.

I also dont have this issue in my regular gta5

You still have some mods loaded through the gta v directory (dinput8 for example), try removing absolutely everything from your gta v folder and reinstalling it. I know that takes long, but it may help solve the issue, then after that clear your fivem caches and caches.xml file.

I dont think its a mod as much as the client itself.

well fivem and client side mods dont always agree with each other… even more so as updates get released so it could be a client side mod causing it.
