I have been playing fivem for about 1 year and I have the problem that cars, people and some textures do not load well, I already deleted cache many times and tried many servers, the same thing happens to me in all, it helps!

Make sure your game’s Texture Quality is set to Normal, I also suggest you limit connection usage by you (close browsers, stop all downloads…) and others (if there are other users of your network) to ensure FiveM gets as much bandwidth as possible for swifter downloading of streamed assets.
Set FivemGameProccess to high in task manager, too. It could be caused by server issues or just your pc. What about your hard drive? It’s actually good? How much free space you have on disk?
