Problem concerning Ping between RedM, Cfx and Steam

**What did you do to get this issue?**nothing just occured after a server restart
**What server did you get this issue on?**OlWest and GRRP

Also add what you already tried so far.
in the last 27 hrs ive ran 2 different versions of windows and the following as well as making sure i have the latest .NET version

1 I did a clear of cache and all dumpfiles
2 changed between canary and release
3 did a full reinstall of RedM
4 did a full driver and system check
5 checked my CPU temperatures
6 restarted PC serveral times
7 restarted router serveral times
8 Validated steam files
9 lowered graphics that were set to ultra as well as resolution
10 checked internet Ping and speed
11 Cleared ingame inventory
12 lowered the value of server ping time on steam

this last one seems to have narrowed it down to where crashes don’t occur every 10min but every 5min now
ive also disabled Steam overlay already
