So the Police Job comes with the garage. How do I add vehicles for sale to sell in that police vehicle shop? Is it in SQL or is it in my files if in files where? Thanks!

Check your config file there is something like this:
Config.AuthorizedVehicles
There u can add cars (spawn name, price)
Example you have custom ADD-ON car on your server named: testcar
Just change model name to “testcar” and price!

Just look into ur Config file under then cars there is Cloackroom so you cange change it there!
