Players stop moving and hitch warnings goes to 60000 but theres no lag individually

After I update my server with the last artefacts came one critical problem with that, now after sometime with the server opened people stop moving and they saw other freeze too but they dont have lag individually, its just like the city freezes I dont put any new resource, just update my artefacts, please help me. Thanks a lot.
