Patch Notes

- Added configurable seasons to alter weather to the given season. Weather transition probability is now adjustable in s_functions.lua.
- Added toggle blackout to quick actions. Also improved to instant effect instead of await weather change completion.
- Added a time cycle speed for game time.
- Added a time setting for switching weather stages.
- Added a DebugPrint function to s_functions.lua
- Added the debug prints to permission checking and overall in the script.
- Added remaining translations to common game notifications.
- Added separate permissions for Disasters & water level | Weather & Time.
- Adjusted all notifications (Except console prints) to be notifications on the clientside instead of chat messages.
- Fixed Real Time for all different time zones (AM/PM/24h clock etc.)
- Fixed Game Time and set to GTA Default in the config, which is now adjustable.
- Removed multiple console prints on the client & server side, leftovers from testing.
- Removed unnecessary time variables, leftovers from testing.
- Rain puddles now clear automatically within 5-10 minutes.
