Which antivirus/firewall software are you using? Malwarebytes
Did you try to disable/uninstall your Anti-virus? yes

Also add what you already tried so far.

3x delete caches.xml
4x delted cache folder
2x delted adhesive.dll (got me an error yesterday)
2x reinstalled fivem
1x verify game files with steam
1x restart pc
1x restrart router
1x changed ip address and mac address
1x uninstalled ENB and NVE
1x change steam account
1x unlink account, relink
