So when I first had my server we had the roaming animals then suddenly they stopped spawning. Basically they spawn and for 2 seconds phase in and out and then vanish, could this be esx_anticheat, doing this?
most likely an anti spawning script, have same issue trying to get rid of it

I installed a script that “disables ai cops” from spawning and it just disabled any ped from spawning so I removed it and it worked
