If you are talking about police lights, make sure you aren’t using ELS vehicles without ELS+ | fic … if you can, send screenshots so I know what the issue is…
Can you turn on your police lights and send a pic? It looks like the blackout weather is on, but the best way is to see if the police lights are dim or not
