Use a VPN for a test, but otherwise this message usually indicates that there’s something wrong with your adhesive - either the DLL is corrupted or missing, or your multiplayer privileges have been revoked (it’ll usually say that you were restricted, though). Make sure to do a full malware scan and exclude all FiveM folders from your antivirus.
