Nothing is wrong with the gamebuild or server artifacts. Please make sure you are indeed enforcing gamebuild 2944. And the vehicles and Clothing won’t just magically spawn, in vMenu they will, but whatever other crap you have may need severely updating.
Personally I use vMenu - 2944 update and it works a charm.
HSW stuff doesn’t work because it’s console next gen exclusive.
