Minimum requirements for fivem is Windows 10. So it most likely will not work on windows 7.

Windows 7 is end of support and will receive no more security or windows updates I recommend updating to windows 10.
windows 7 require some updates to work with fivem, and it still works:
English only on the forums please and use the support template.
