Unless you are in an S+ class car, you will not see cops struggling with criminals going unrealistic speeds.
Revised City gonna be a fresh server so you will not see people getting GTRs until a couple of days in. We went crazy on our drug system, gunplay, gangs, police, ems, fire department, car boosting, selling drugs to NPC, etc. There will be a big weapon selection for civs, criminals, and officers.
