My FiveM randomly get FPS DROPS to specifically 1 FPS

When I play FiveM I sometimes get these random fps drops to 1 FPS, (I can see the FPS when I’am playing FiveM because I changed a settings in steam) I don’t know how to fix this, please helt me someone.

GTA V version? Newest.
Up to date? Yes
Legit or Pirate copy? Legit
Steam/CD/Social Club? Steam
Windows version? Windows 10
Did you try to delete caches.xml and try again? No.
Error screenshot (if any) Nothing only it shows 1 FPS in the left top-corner
System specifications

2x NVIDIA GeForce GTX 970
Intel Core i7-4790K CPU @ 4.00GHz
16 RAM

What did you do to get this issue? When I updated to Windows 10 from Windows 8.
What server did you get this issue on? First time on my development server, but I got it on everyserver i play.

I also tried before I wrote this thread.
Reinstall GTA V on steam
Updated to newest drives.
Cleared the cache several times.
Reinstalled FiveM several times.
Change to lower graphic settings.
