This seems like a config issue to me. Do me a favor and head to this directory on your pc.
C:/Users/Yourusername/AppData/Roaming/CitizenFX and then click on the file named gta5_settings.xml

find the line named ShaderQuality and tell me what number it says.

Its says ShaderQuality value=2

Ok, do me another favor and upload the gta5_settings.xml file to here and I’ll change the settings for you. Or you can change all the values to 3 and that should do it.

That includes:
TextureQuality
ParticleQuality
WaterQuality
GrassQuality
ShaderQuality
And ShadowQuality

If I send you the file and tell you the things I want to change them too could you do that for me?

If that doesn’t work I have one more possible solution. Press Win + R and type devmgmt.msc and press enter.

Click Under Display Adapters and find your dedicated GPU’s name. This is case sensitive so be careful.
Copy and paste this in the bottom of the config

{Write the name of your gpu here}

The {}'s shouldn’t be in there either. Replace the {}'s with the case sensitive name of your gpu! If this text is already there replace it. Don’t forgot to save the file. Only do this if the other trick fails.

Sure.

gta5_settings.xml (2.4 KB)
You can see those are set to those settings but the grass isnt even there and it looks all smooth
