More fps on large graphics than on small graphics and large drop frames

I don't know why, when I reduce the graphics of the fivem game (gta5), my game have drop frames very often and very strongly and when I increase them, there are drop frames but not so many and strong ones. I tried to download from the internet different settings made by other players of this game but it was in vain. In the game I have about 50-65 fps on any server and from what I understand, players who have the same specifications as me, have more fps. In general, I have the 50-65 fps only when I sit still and when I start to move, fps disappear and decrease quite a lot and the drop frames start.
