Military in port (submarine)

Hello!!
How can I disable these military from the submarine port?
I have downloaded the disabledispatch but it does not work, and I have the NoNpc to disable cops but with this military doesnt work, can you help me please?
And one more thing, this military drop your weapons and I can take, I dont want this, how can i disable also?
