Make a resource downloadable before joining

is there a way to make people download (for example ymap) before joining the server instead of downloading them after joining?

I need to point out that the method I linked is COMPLETELY USELESS, DO NOT DO THIS. I refer to the comments by elements in the thread I linked.

All this does for cars & maps, etc is making people download the content twice.
